From Teachers' Domain This video shows how acid mine drainage from an abandoned coal mine has affected Wildcat Branch in Kentucky's Daniel Boone National Forest. Because the creek has a pH of 2.9, which is very acidic, most organisms cannot survive there, and Wildcat Branch is essentially dead. As the biologist in the video explains, macroinvertebrates (insects and other small invertebrates visible to the naked eye) and the larger animals that feed on them are almost entirely absent, and reproductive cycles have been completely disrupted. As a result the whole environment got polluted and degraded. In view of the colossal damage done to the environment, governments and public are now concerned about the environmental impacts of developmental activities. So, to assess the environmental impacts, the mechanism of Environmental Impact Assessment also known as EIA was introduced. EIA is a tool to anticipate the likely environmental impacts that may arise out of the proposed developmental activities and suggest measures and strategies to reduce them. EIA was introduced in India in 1978, with respect to river valley projects. Later the EIA legislation was enhanced to include other developmental sections since 1941. EIA comes under Notification on Environmental Impact Assessment (EIA) of developmental projects 1994 under the provisions of Environment (Protection) Act, 1986. Besides EIA, the Government of India under Environment (Protection) Act 1986 issued a number of other notifications, which are related to environmental impact assessment. EIA is now mandatory for 30 categories of projects, and these projects get Environmental Clearance (EC) only after the EIA requirements are fulfilled. Environmental clearance or the ‘go ahead’ signal is granted by the Impact Assessment Agency in the Ministry of Environment and Forests, Government of India. Projects that require clearance from central government can be broadly categorized into the following sectors • Industries • Mining • Thermal power plants • River valley projects • Infrastructure • Coastal Regulation Zone and • Nuclear power projects The important aspects of EIA are risk assessment, environmental management and Post product monitoring. Functions of EIA is to 1. Serve as a primary environmental tool with clear provisions. 2. Apply consistently to all proposals with potential environmental impacts. 3. Use scientific practice and suggest strategies for mitigation. 4. Address all possible factors such as short term, long term, small scale and large scale effects. 5. Consider sustainable aspects such as capacity for assimilation, carrying capacity, biodiversity protection etc... 6. Lay down a flexible approach for public involvement 7. Have a built-in mechanism of follow up and feedback. 8. Include mechanisms for monitoring, auditing and evaluation. In order to carry out an environmental impact assessment, the following are essential: 1. Assessment of existing environmental status. 2. Assessment of various factors of ecosystem (air, water, land, biological). 3. Analysis of adverse environmental impacts of the proposed project to be started. 4. Impact on people in the neighborhood. Benefits of EIA • EIA provides a cost effective method to eliminate or minimize the adverse impact of developmental projects. • EIA enables the decision makers to analyses the effect of developmental activities on the environment well before the developmental project is implemented. • EIA encourages the adaptation of mitigation strategies in the developmental plan. • EIA makes sure that the developmental plan is environmentally sound and within limits of the capacity of assimilation and regeneration of the ecosystem. • EIA links environment with development. The goal is to ensure environmentally safe and sustainable development. Environmental Components of EIA: The EIA process looks into the following components of the environment: • Air environment • Noise component : • Water environment • Biological environment • Land environment EIA Process and Procedures Steps in Preparation of EIA report • Collection of baseline data from primary and secondary sources; • Prediction of impacts based on past experience and mathematical modelling; • Evolution of impacts versus evaluation of net cost benefit; • Preparation of environmental management plans to reduce the impacts to the minimum; • Quantitative estimation of financial cost of monitoring plan and the mitigation measures. Environment Management Plan • Delineation of mitigation measures including prevention and control for each environmental component, rehabilitation and resettlement plan. EIA process: EIA process is cyclical with interaction between the various steps. 1. Screening 2. Scoping 3. Collection of baseline data 4. Impact prediction 5. Mitigation measures and EIA report 6. Public hearing 7. Decision making 8. Assessment of Alternatives, Delineation of Mitigation Measures and Environmental Impact Assessment Report 9. Risk assessment

Dr Adam Jarvis, Reader in Environmental Engineering, explains the impact of the work and describes a system that is being trialled to remove metal from water without the need for energy or chemicals. The 'vertical flow pond' in the Lake District National Park has been designed in collaboration with the Coal Authority, National Trust and Environment Agency, and funded by the Department for Environment, Food and Rural Affairs. Tailings dams will leak radioactive waste into the earth in the South Australian desert, the water drawn from the Great Artesian Basin will continue to dry natural mound springs, threaten pastoral and agricultural bores and endanger arid zone ecology and indigenous sacred sites. This documentary seeks to demystify and educate local communities on the EIA process. It uses a storyline to show the importance of EIA process in relation to the community. The story revolves around a village which has been informed that a thermal power plant is proposed to be set up near their village. The villagers are initially happy that the project proponents have offered job opportunity for one person per household for the entire village; however, later they come to know that their livelihood, health and environment could be affected to a great extent if they were not vigilant and this creates fear in their minds. This fear is assuaged by Kathiresan’s son- Muthu’s friend, Jayaprasad, who explains to them about the EIA process notified by the Government, where they could participate in the public consultation process that is mandated under the EIA notification and explains about effectively participating in the public hearing. He also tells them that the project can take off only if all parameters were complied with and EC given, and if there was any problem, they could approach the NGT.

In some cases, additional forest logging is done in the vicinity of mines to increase the available room for the storage of the created debris and soil. Besides creating environmental damage, the contamination resulting from leakage of chemicals also affect the health of the local population. Mining companies in some countries are required to follow environmental and rehabilitation codes, ensuring the area mined is returned to close to its original state. Some mining methods may have significant environmental and public health effects. Nuss and Eckelman (2014) provide an overview of the life-cycle wide environmental impacts of metals production associated with 62 metals in year 2008. Erosion of exposed hillsides, mine dumps, tailings dams and resultant siltation of drainages, creeks and rivers can significantly impact the surrounding areas, a prime example being the giant Ok Tedi Mine in Papua New Guinea. In areas of wilderness mining may cause destruction and disturbance of ecosystems and habitats, and in areas of farming it may disturb or destroy productive grazing and croplands. In urbanised environments mining may produce noise pollution, dust pollution and visual pollution. The implantation of a mine is a major habitat modification, and smaller perturbations occurs on an larger scale than exploitation site, mine-waste residuals contamination of the environment for example. Adverse effects can be observed long after the end of the mine activity. Destruction or drastic modification of the original site and anthropogenic substances release can have majors impact on biodiversity in the area. Destruction of the habitat is the main component of biodiversity losses, but direct poisoning caused by mine extracted material, and indirect poisoning through food and water can also affects animals, vegetals and microorganisms. Habitat modification such as pH and temperature modification disturb communities in the area. Endemics species are especially sensitive, since they need really specific environmental conditions. Destruction or slight modification of their habitat put them at the risk of extinction. Habitats can be damaged when there is no enough terrestrial as well by non-chemicals products, such as large rocks from the mines that are discarded in the surrounding landscape with no concern for impacts on natural habitat. Concentration of heavy metals are known to decrease with distance from the mine, and effects on biodiveristy follow the same pattern. Impacts can vary a lot depending on mobility and bioavailability of the contaminant : less mobile molecules will stay inert in the environment while highly mobile molecules will easily move into another compartment or be taken up by organisms. For example, speciation of metals in sediments could modify their bioavailability, and thus their toxicity for aquatic organisms. Bioaccumulation plays an important role in polluted habitats : mining impacts on biodiversity should be, assuming that concentration levels are not high enough to directly kill exposed organisms, greater on the species on top of the food chain because of this phenomenon. Adverse mining effects on biodiversity depends on a great extend on the nature of the contaminant, the level of concentration at which it can be found in the environment, and on the nature of the ecosystem itself. Some species are really resistant to anthropogenic disturbances, while some other will completely disappear from the contaminated zone. Time alone does not seem to allow the habitat to recover completely from the contamination. Remediation takes time, and in most of the cases will not enable the recovery of the diversity present before the mining activity. However, no model is perfect! - we need to convince as many brains as possible to choose to OWN the mathematics, to be able to both help make better models and rigorously assess them. Along the way there will be stories of nerdy joy at the little things. Ursula is working towards “creating an army”, particularly around environmental water quality and quantity. After a Chemical Engineering undergrad exchange to Sweden, Ursula stayed on to do a PhD on the environmental impact of mining, and has worked on environmental systems ever since. Projects have included the drought-driven acidification of coastal lakes, how "new" lakes will evolve, and how reactions in soils can impact groundwater and buried infrastructure. Her Fulbright project involved modelling environmental isotopes (e.g., 14C) in groundwater, including the effect of sea level change by ~120m over the last 40,000 y, to assess paleoclimate and improve water resource management tools. While many parts of the world are struggling from catastrophic effects of climate change, Russia is looking to capitalize on it, with the Kremlin driving a narrative that touts the economic benefits. Like more and faster access to petroleum and mineral reserves that were previously unreachable. The Northern Sea Passage, a legendary shipping lane along Russia’s Arctic coastline, has been largely inaccessible for part of the year because of dense sea ice. But now, that ice is melting, opening up a new trade route for Russia's cargo ships. Russian oil companies are already betting big on the new reserves they hope to find in the Russian Arctic, and other industries — like mining — are ramping up production since they now have faster shipping routes to many ports. “The problem of climate change is actually the problem of adaptation to climate change. This is not a tragedy,” said Nobel Prize-winning climatologist Oleg Anisimov. “Certainly some places will become unlivable, but other areas are places that will become more livable.” But the Russian people seem unaware, or unconcerned, about the environmental impacts of these climate change-related activities, like pollution from the booming factories, and wildfires in the North that destroyed million of acres of forest in a major tourism area. Development of shale gas by hydraulic fracturing (‘fracking’) is opposed by campaigners who hypothesise (amongst other things) that potable ground water supplies could be polluted by upward migration of fractures and any fluids they contain. There are very strong reasons for doubting this hypothesis, not least because migration of fractures to prolific aquifers would be highly unlikely to lead to pollution, but almost certain to result in drowning of the shale gas wells, rendering them unusable. Hence, despite having contrasting motivations, shale gas developers and environmental guardians turn out to have a strong common interest in avoiding inter-connection to aquifers. There is in fact a century-long analogue for such a ‘confluence’ of interests, provided by the history of longwall coal mining beneath the sea and major aquifers. Where large-scale mining proceeded from the surface downwards, major hydraulic inter-connection of shallow and deep zones did indeed result in widespread water pollution. However, where new mines were developed at depth without any connections to shallow old workings), complete hydraulic isolation from the near-surface hydrogeological environment was successfully maintained. This was despite the fact that longwall mining produced far greater stratal disruption than shale gas fracking ever could. A detailed example is presented from the successful operation of the Selby Coalfield beneath one of the UK’s main aquifers. This profound and sustained historical analogue provides a very clear lesson: given the lack of hydrogeological connectivity to shallow aquifers, shale gas fracking per se cannot contaminate shallow ground water. Provided operators observe long-established laws governing hydrocarbon wells and associated surface operations, other hydrogeological risks will also be minimal. Opponents of shale gas developments should therefore focus attention on more realistic potential impacts, most of which are familiar from almost any planning application, such as increased truck traffic on minor roads. Speaker Biography Paul Younger (University of Glasgow) Paul L Younger FREng holds the Rankine Chair of Engineering and is Professor of Energy Engineering at the University of Glasgow. He was formerly Pro-Vice-Chancellor for Engagement at Newcastle University, where he also established and led the Sir Joseph Swan Institute for Energy Research and, subsequently, the Newcastle Institute for Research on Sustainability. A geologist by first degree, Paul trained in hydrogeology in the USA as a Harkness Fellow in the mid-1980s, subsequently developing a career in environmental engineering. He is perhaps best known for his research and outreach on the environmental management of water in active and abandoned mines worldwide, which won the Queen’s Anniversary Prize for Higher Education for Newcastle University in 2005. He is a Fellow of the Geological Society and a Chartered Geologist, as well as a Chartered Engineer. He was elected a Fellow of the Royal Academy of Engineering in 2007 and has received honorary doctorates for his mine water pollution work from leading universities in Spain and South America. His current research focuses on deep geothermal. In parallel with his mainstream academic work, Paul has founded and directed four companies in the water and energy sectors and has authored more than 400 items in the international literature, including the well-received books “Mine Water: Hydrology, pollution, remediation” (Kluwer, 2002), “Groundwater in the Environment: An Introduction” (Blackwell, 2007), “Water: all that matters” (Hodder, 2012) and “Energy: all that matters” (Hodder, 2014). His knowledge of shale gas was gained through serving on the Joint Royal Academies’ Expert Panel, which reported to the UK government in 2012, and on the Independent Expert Panel on Unconventional Gas, which reported to the Scottish Government in June 2014. When not otherwise engaged, Paul’s preferred activities include exploring the Scottish Highlands and Islands, singing and playing traditional music, and indulging his love of the Spanish and Gaelic languages and cultures. An estimated 113 million tons of coal ash are produced annually in the US, and stored in almost every state — some of it literally in people's backyards. With very little government oversight and few safeguards in place, toxic chemicals have been known to leak from these storage sites and into nearby communities, contaminating drinking water and making residents sick.
