Polish/Nat Economic growth in Poland has picked up quite significantly since the demise of Communism nearly a decade ago. But the boom has been hampered by the unreformed Communist-style coal mining industry. The slump in coal mining means that mines are being closed down and thousands of miners stand to lose their jobs. This is the Jaworzno coal mine in Silesia, the industrial heartland of Poland. Some 240-thousand miners are employed in 55 mines in Poland, which are mostly centered in Silesia. But many of them are not needed anymore. With production costs at 45 U-S dollars a tonne and world market prices at 38 U-S dollars a tonne, there is little profit to be made from coal mining. The government plans to close down 25 of Poland's 55 mines and to reduce the number of miners by 45 percent. Most of the miners here in Jaworno seem resigned to their fate. SOUNDBITE: (Polish) "There are young people who need work and if you have people who have been working here for twenty years than it's time to go and make room for the next." Many of those miners left their jobs right after Communism was toppled and set up new and more profitable coal mining businesses. One of these newer businesses is the Nawislaska Coal Corporation (pronounced na-veesh-LAHN-ska). Jozef Borycz, the production manager at Nawislaska, believes that radical restructuring is the only way to save the industry, or else face bankruptcy. SOUNDBITE: (Polish) "The company is operating at a huge loss. If the process of restructuring is not carried out, with such a big overproduction of coal, when prices are going down, when there are no buyers, the company would be threatened with bankruptcy." SUPER CAPTION: Jozef Borycz, Deputy Chairman, Director of Production and Development division, Nadwislanska Coal Corporation It is a great irony that the miners who helped topple Communism with their mass strikes in the 1980's are now the victims of the changes they themselves brought about. And many believe that it is for that reason that the miners' jobs should be protected. Daniel Podrzycki, chairman of a radical Solidarity splinter union, says that the government is only trying to fool the miners into thinking that restructuring might be good for them. SOUNDBITE: (Polish) "I don't think that in the countries of the future European Union, to which Poland aspires, it's possible to open a new business for ten thousand dollars. And saying that that is possible is simply an attempt by the government to deceive the world, this country, and the miners themselves, because this is simply not realistic." While in Official Opposition the BC NDP were highly critical of the BC Liberals plan for LNG. Perhaps they were not outright opposed to dumping megatonnes of greenhouse gas emissions into the environment, but they were incredibly vocal on the former government's plan to sell-out future British Columbians for short-term benefit. Well, now the BC NDP is basically running out the BC Liberal rhetoric, forgetting all their past criticism in an apparent change of heart and mind. It is unbelievable really to hear Premier John Horgan and Minister of Energy, Mines and Petroleum Resources, Hon. Michelle Mungall, clamour for LNG when they were once the harshest critics of a more mild sell-out than the one that they are overseeing. Setting greenhouse gas emissions and climate impacts aside for a moment, because Hon. George Heyman, Minister of Environment and Climate Change Strategy, has promised an aggressive and comprehensive "Clean Growth Strategy", in Question Period I decided to focus on the spectacular job claims of the BC NDP. [Transcript] A. Olsen: I wonder how LMS Reinforcing Steel feels about the federal government exempting LNG Canada from steel tariffs. Anyway, three years ago Premier Horgan said: "…the people of British Columbia should see the primary benefit from an LNG industry" and "We need to make sure that jobs go to British Columbians…." He's quoted in Hansard as saying that if 70 percent of those 100,000 jobs were going to come from somewhere else, one has to pause and ask why we have been putting so much energy into doing something if it's for somebody else. According to the B.C. NDP's LNG framework from earlier this week, LNG Canada will create 10,000 jobs during construction and 950 permanent jobs once operations are underway. On LNG Canada's website, it states that they're not hiring employees directly during construction. Instead, they're hiring a prime contractor who will hire implementation contractors who will hire subcontractors. The latter two will hire workers. To the Minister of Energy, Mines and Petroleum Resources. LNG Canada has committed to helping local residents take advantage of employment opportunities, but they will not be the ones hiring workers. How many of the LNG employment opportunities can be guaranteed to go to British Columbians, and how many will go to temporary foreign workers? Hon. M. Mungall: I understand why the member would be concerned about who is getting these jobs, because the previous government, when they were in charge of this file, were signing blank cheques. They were letting projects go forward without any commitment for local hire. When we became government, we were adamant that we had four conditions. Interjections. Mr. Speaker: Members, may we please hear the response. Thank you. Hon. M. Mungall: One of those conditions was that jobs have to go to British Columbians, first and foremost, and we have to see training opportunities in the construction phase as well as throughout the permanent jobs. LNG Canada has committed — and they have signed contracts with their contractors — that there's a local-hire-first policy. Just as an example, they have contractually required their engineering and procurement company to follow this policy. And that is across the board. They have signed 20 impact-and-benefit agreements with First Nations. First Nations will be at the front of the line for these jobs. What does that mean? That means prosperity and benefits to the north, from well to tidewater. Mr. Speaker: The member for Saanich North and the Islands on a supplemental. A. Olsen: Actually, the minister's reading of my concern is misplaced. I'm concerned that the program on this side of the House is looking very much like the program from that side of the House. The idea of having conditions associated with development isn't a new idea. Former Premier Christy Clark's five conditions were often used to obfuscate her government's position on the Trans Mountain pipeline. I think it's critical that if the NDP are choosing to use a similar tactic of having conditions, that these conditions should be shown to be substantive and actually mean something. One of the NDP's four conditions, as the minister highlighted, for LNG development is that it creates jobs for British Columbians. My question is for the Minister of Energy, Mines and Petroleum Resources. We know that LNG Canada will be using contractors to conduct most of the hiring. What specific — I repeat: what specific — oversight systems has this government put in place to ensure that jobs on this project are not simply given out to temporary foreign workers but that British Columbians are actually the people benefiting from this project? In this case, you are the product—and the salesperson. If you show up unprepared to talk about your unique features and benefits, you're not likely to motivate an interviewer to "buy." The sad fact is that many job candidates are unprepared to talk about themselves. You may have mailed a gorgeous resume and cover letter. You may be wearing the perfect clothes on the day of the interview. But if you can't convince the interviewer—face to face—that you are the right person for the job, you aren't likely to make the sale. Too many candidates hesitate after the first open-ended question, then stumble and stutter their way through a disjointed litany of resume "sound bites." Other interviewees recite canned replies that only highlight their memory skills. The days of filling out the standard application and chatting your way through one or two interviews are gone. These days, interviewers and hiring managers are reluctant to leave anything to chance. Many have begun to experiment with the latest techniques for data-gathering and analysis. For employers, interviewing has become a full-fledged science. More employers seem to be looking for a special kind of employee—someone with experience, confidence, and the initiative to learn what he or she needs to know. Someone who requires very little supervision. Someone with a hands-on attitude—from beginning to end. Because employers can't tell all that from a job application and a handshake, here's what they're making you do: Pass the test(s). You'll probably have to go through more interviews than your predecessors for the same job—no matter what your level of expertise. Knowledge and experience still give you an inside edge. But these days, you'll need stamina, too. Your honesty, your intelligence, your mental health—even the toxicity of your blood—may be measured before you can be considered fully assessed. Brave more interviews. You may also have to tiptoe through a mine field of different types of interview situations—and keep your head—to survive as a new hire. Don't go out and subscribe to a human resources journal. Just do all you can to remain confident and flexible—and ready with your answers. No matter what kind of interview you find yourself in, this approach should carry you through with flying colors. Let's take a brief, no-consequences tour of the interview circuit. What (Who) are You Up Against? There are three predominant interviewing types or styles: the Telephone Screener, the Human Screen, and the Manager. Which is which, and why would someone be considered one or the other? While personal temperament is one factor, the adoption of one or the other style is primarily a function of the interviewer's role in the organization and his or her daily workload. The Human Screen Many human resource and personnel professionals fall into this category. For these people, interviewing is not simply just a once-a-quarter or once-a-month event, but rather a key part of their daily job description. They meet and interview many people, and are more likely than either of the other two categories to consider an exceptional applicant for more than one possible opening within the organization. A primary objective of the Human Screen is to develop a strong group of candidates for Managers (see category three) to interview in person. To do this, of course, they must fend off many applicants and callers—a daunting task, because the Human Screen or the department in which he or she works is often the only contact provided in employment advertisements. Among the most common reasons for removal from the Human Screen's "hot" list are: lack of formal or informal qualifications as outlined in the organization's job description; sudden changes in hiring priorities and personnel requirements; poor performance during the in-person interview itself; and inaction due to the Human Screen's uncertainty about your current status or contact information. That last reason is more common than you might imagine. Human Screens are constantly swamped with phone calls, resumes, and unannounced visits from hopeful applicants. Odds are that despite their best efforts, they sometimes lose track of qualified people. German/Nat Unemployment on a seasonally adjusted basis has risen in Germany and February's unemployment figures marked a postwar record high. The economy seems to have avoided sliding into recession, but any growth this year is unlikely to improve the job situation. Unemployment remains a major concern for Germany. Sperenberg in the Lausitz region of eastern Germany suffers an unemployment problem only seen in very few other regions. East German industry used to be powered by lignite from the Lausitz region. But the reunification of Germany has brought about the near extinction of iron and steel making in East Germany. And the old coal-fired power stations have switched to cheaper, cleaner and more efficient natural gas. As a result production in the region has severely dropped. With the region having existed entirely from coal mining since the first mines were opened in 1888, the effects on employment have been devastating. Unemployment in the region is officially quoted at 24% , but the figure is widely believed to be nearer 50%, with most jobs in the region being the product of government sponsored land reclaiming schemes. SOUNDBITE: (German) "Obviously, we don't need 60,000 workers in the mining industry now. 12,000 workers are actively involved in mining, and another 23 or 24,000 are involved in recultivation." SUPERCAPTION: Klaus- Juergen Grasshoff, Mayor of Sperenberg Land reclaiming schemes are government sponsored schemes to recultivate the area. The Lausitz region is now being transformed. Once a land scarred by the mining industry it is now being changed into a landscape to be dominated by lakes and forests. Workers are planting up to 30,000 trees a day, one hectare of new forest. The hope is that the Lausitz will one day be attractive to tourists. The plan is on an enormous scale. It employs 24,000 people in the whole Lausitz region, in the Sperenberg area alone 6,000 people are working on the scheme. This is at a massive cost to the local and federal government of 1,500 million marks annually. Without the scheme, unemployment in the area would double. Many see the scheme as their only opportunity for finding work. SOUNDBITE: (German) "I was unemployed for 5 months. I used to work in a leisure park here. I was delighted when I was given the job by the employment agency, and I hope it lasts the full 3 years." SUPERCAPTION: Anke Neubauer The work provided is not limited to unskilled labour. Faced with the problems caused by a scheme on a scale never seen before, the ingenuity of workers trained in mining skills has been called upon. To prevent the waterlogged and loosened earth simply sliding away, new technologies in earth compacting have been developed. This 57 metre long vibrator is capable of compacting earth to a depth of 55 metres. It uses its own weight to drive itself into the ground to a depth of over 20 metres. But the operator of this unique machine is aware of how lucky he is to have found employment on this project Besides this project employment prospects in the area are almost non existent. SOUNDBITE: (German) "To be honest, I don"t see many other possibilities in the area. The unemployment problem here is so large, so grave. There are near to no other opportunities. This firm, this industry is simply the largest employer in the area." SUPERCAPTION: Dieter Reissman With Germany looking at severe fiscal shortfalls in the near future, it remains to be seen if the financing for the Lausitz project can be extended past the present estimated date of 1997. The Housing Bust Is Probably Going to Continue

When it comes to housing bubbles, the bigger the bubble, the bigger the pop. That’s what Australia is probably experiencing at the moment — A large deflation that isn’t showing any signs of slowing down. It was once thought that it was just a healthy, but overdue, correction. But now regulators, policy makers, and the Reserve Bank of Australia, are all beginning to worry. Although the current slide hasn’t shown too much of a threat to the broader economy, even the most conservative of observers are suggesting that prices will continue to fall at least until the end of 2019. The biggest problem is that the main causes of the downfall cannot be altered easily. The only tool left in the RBA’s arsenal is another rate cut, but many commentators have argued that such a cut will only ease the pain — not cure the affliction. There are two major forces at play here — 1. Tighter credit conditions; and 2. A looming supply glut. Slashing interest rates will not fix either of them. Some pundits have argued that banks should just go back to the days where they made it easy to borrow money. Open up the money tap and let it flow. (That is, go back to the days of irresponsible lending). Easy cash equals increased asset prices. But that’s simply not going to happen anymore — at least, not anytime soon. The banks have tightened their lending standards, rigorously checking borrowers’ ability to repay (something they should have done all along). There’s a risk that falling house prices will push some borrowers into negative equity, that is, the amount owing on their mortgage will be higher than the value of their property. Currently, just a tad under 3% of borrowers are in this situation, but if the housing market continues to slide, this number will only get worse. Due to the wind-back of the mining boom, the states most affected by negative equity are Western Australia, the Northern Territory, and my home state of Queensland. The RBA also warned of the risk of unemployment. The RBA also mentioned that the market would have to fall “significantly further” in order for negative equity to become widespread. The current unemployment rate of 4.9% is offering some protection against mass mortgage default. The RBA’s Financial Stability Review optimistically states that despite Australians having high household debt, many Australians would still be able to service their mortgage after losing their job because of “accumulated prepayment buffers” — whatever that means. The RBA have also noted that the rate of households making excess mortgage payments has fallen. There are other factors that could potentially hurt the Australian economy: Trade tensions between the US and China; A sudden rise in official interest rates; and a potential for a hard economic landing in China. Also, the risk of cyber attack. The looming housing glut is certainly on everyone’s minds. Unit construction has increased dramatically since the housing boom began in around 2009. Ultimately, this oversupply will affect prices. Developers have already started to fear a glut. In the March quarter 2019, new construction has already dropped by about 16%. Moody's Analytics has made a prediction that house prices — especially in Sydney, Melbourne and Perth — are set to continue to slide for the rest of 2019, but will start to recover in 2020. It’s certainly not looking good for older Australians, either. Our entire retirement system was built on the notion that most retirees would own their own home. This is simply not the case anymore. Research from the Grattan Institute shows the share of over 65s who own their home will fall from 76% today to about 57% by 2056. The Grattan Institute’s 2018 report titled, ‘Money in Retirement’, warned of the risk of renting during one’s retirement years. As housing affordability becomes a real issue among retirees, renting will become more widespread. More and more retirees will be at risk of poverty and financial stress, particularly if the Australian Government’s rent assistance program does not keep pace with the actual increase in rents paid by low-income renters. House prices have simply outstripped income growth over the last 25 years. In the early 1990s, median house prices were around four times annual income. Now they’re more than seven times. In Sydney, it’s more than eight times! House prices are falling, at least for the rest of 2019, even if you consider only conservative estimates. Retirees are struggling. More and more people are renting. The financial future isn’t looking any brighter for the average Australian. What can be done about it? I don’t know. Some people say, just vote for Labor (or the Greens, or whoever else) and everything will be fixed. Somehow, I doubt that. http://www.interest.co.nz Why falling unemployment isn't so miraculous Analysis by interest.co.nz of migration and employment figures shows net migration to Australia over the last nine years matches almost exactly the drop in the number of unemployed in New Zealand over the same period. A chart showing this relationship is on the left. We're not suggesting that the same people who were unemployed left to go and live and work in Australia, but it is interesting that as we lose workers to Australia, their positions appear to have been filled directly or indirectly from the ranks of the unemployed. It suggests that the Labour-led government's claims that falling unemployment are a central achievement of its three terms have not taken into account the leakage of workers to Australia. It also suggests that a core reason for labour shortages and the resulting wage increases and inflation is as much to do with migration to Australia as it is linked to falling unemployment. It also raises questions about whether one of the reasons for poor productivity growth in the last nine years is because more skilled, healthier workers are leaving New Zealand and being replaced by less skilled, less productive workers who were unemployed. It's hard to tell whether those leaving are jobless or highly skilled. Either way it's bad for productivity, inflation and interest rates. The fallout is worse if our most highly skilled and productive are leaving and being replaced by jobless. There is some debate over this. Many believe a large number of those leaving are going for lower skilled (but higher paid) jobs in mining, construction and the services sector in Australia. Whoever it is that's leaving, the productivity of their replacements is likely to be lower and the inevitable result is wage pressure as more employers compete for fewer workers and have to employ more workers to produce the same output. If it is simply jobless people leaving for jobs in Australia, that also reduces the total available pool of labour and increases wage pressures. The inevitable result of these wage pressures is inflation and then higher interest rates, which is what we're suffering now. It's worth comparing this exodus of people to Australia with the last big exoduses in the late 1980s and early 1990s and in the final years of the last Muldoon government of the late 1970s and early 1980s. There was also a surge around 2000 when the economy slowed. It's fairly clear that previous exoduses happened at times of growing unemployment and slow growth, with many leaving simply to get a job. Whereas those leaving this time are leaving to get a job with a higher salary almost despite relatively strong economic growth and low unemployment. Muldoon joked at the time that unemployed New Zealanders migrating to Australia in the early 1980s increased the IQ of both countries. That may or may be the case this time around, but it's clear that something is happening that is reducing the productivity growth of our labour force, which in turn is lifting inflation and interest rates. This linkage also begs the question: what are we left with after the longest period of economic growth in the last 50 years and 9 years of a Labour-led government? We have low unemployment (good), high household and foreign debt (bad), high interest rates (bad), higher inflation (bad), unaffordable housing (bad for homebuyers, good for home owners) low productivity growth (bad for all) and low economic growth (bad for all). It now turns out the one unreservedly good thing to come out of this growth (low unemployment) may actually have been a factor in creating some of the other bad things (low productivity, high inflation and high interest rates) via migration to Australia. What's clear is we don't have the recipe for sustained and fast economic growth that we need to raise wages and stop this exodus. Those looking for a deeper read on the costs and benefits of migration to Australia should have a look at this working paper from the Treasury from 2001, which concluded that surges of net migration to Australia were a "same drain" rather than a "brain drain."

A *classification problem* involves predicting whether a given observation belongs to one of two or more categories. The simplest case of classification is called binary classification. It has to decide between two categories, or classes. Remember how I compared machine learning to the estimation of a function? Well, based on earlier observations of how the input maps to the output, classification tries to estimate a classifier that can generate an output for an arbitrary input, the observations. We say that the classifier labels an unseen example with a class. The possible applications of classification are very broad. For example, after a set of clinical examinations that relate vital signals to a disease, you could predict whether a new patient with an unseen set of vital signals suffers that disease and needs further treatment. Another totally different example is classifying a set of animal images into cats, dogs and horses, given that you have trained your model on a bunch of images for which you know what animal they depict. Can you think of a possible classification problem yourself? What's important here is that first off, the output is qualitative, and second, that the classes to which new observations can belong, are known beforehand. In the first example I mentioned, the classes are "sick" and "not sick". In the second examples, the classes are "cat", "dog" and "horse". In chapter 3 we will do a deeper analysis of classification and you'll get to work with some fancy classifiers! Moving on ... A **Regression problem** is a kind of Machine Learning problem that tries to predict a continuous or quantitative value for an input, based on previous information. The input variables, are called the predictors and the output the response. In some sense, regression is pretty similar to classification. You're also trying to estimate a function that maps input to output based on earlier observations, but this time you're trying to estimate an actual value, not just the class of an observation. Do you remember the example from last video, there we had a dataset on a group of people's height and weight. A valid question could be: is there a linear relationship between these two? That is, will a change in height correlate linearly with a change in weight, if so can you describe it and if we know the weight, can you predict the height of a new person given their weight ? These questions can be answered with linear regression! Together, \beta_0 and \beta_1 are known as the model coefficients or parameters. As soon as you know the coefficients beta 0 and beta 1 the function is able to convert any new input to output. This means that solving your machine learning problem is actually finding good values for beta 0 and beta 1. These are estimated based on previous input to output observations. I will not go into details on how to compute these coefficients, the function `lm()` does this for you in R. Now, I hear you asking: what can regression be useful for apart from some silly weight and height problems? Well, there are many different applications of regression, going from modeling credit scores based on past payements, finding the trend in your youtube subscriptions over time, or even estimating your chances of landing a job at your favorite company based on your college grades. All these problems have two things in common. First off, the response, or the thing you're trying to predict, is always quantitative. Second, you will always need input knowledge of previous input-output observations, in order to build your model. The fourth chapter of this course will be devoted to a more comprehensive overview of regression. Soooo.. Classification: check. Regression: check. Last but not least, there is clustering. In clustering, you're trying to group objects that are similar, while making sure the clusters themselves are dissimilar. You can think of it as classification, but without saying to which classes the observations have to belong or how many classes there are. Take the animal photo's for example. In the case of classification, you had information about the actual animals that were depicted. In the case of clustering, you don't know what animals are depicted, you would simply get a set of pictures. The clustering algorithm then simply groups similar photos in clusters. You could say that clustering is different in the sense that you don't need any knowledge about the labels. Moreover, there is no right or wrong in clustering. Different clusterings can reveal different and useful information about your objects. This makes it quite different from both classification and regression, where there always is a notion of prior expectation or knowledge of the result.

Many of the workers on strike are hired through external cooperatives which contract them to work for the mining corporations. The nearly eighty-five thousand miners working for the cooperatives claim they are receiving lower wages and benefits than their colleagues hired directly by the corporation. "It isn't the same because we earn a third of what the workers hired directly by the company earn, and we are all doing the same job," worker Pedro Cruz said. The National Federation of Mining, Metallurgy and Steel Workers, which represents some 22,000 miners, said the strike was indefinite. Luis Castillo, the union's secretary general, said workers will march through the capital, Lima, on Wednesday, after the May 1 Labour Day holiday. "The company has violated the law. They have violated the rights of the workers but the government does not say anything. They are simply talking, if the workers stop protesting and marching, who wins?" Castillo said. Workers walked off the job after talks between miners and the government collapsed on Sunday. The workers are also demanding increased profit sharing and the unionisation of subcontracted workers. A spokesman for Minera Yanacocha said that its workers have not joined the strike and that they were operating normally. The company is Latin America's largest gold producer and majority owned by Denver-based Newmont Mining Corp. But Guillermo Nina, a spokesman for Yanacocha's miners said they will analyse whether they will join the protest later this week. Peru is the world's largest silver producer, and the fifth-largest gold producer.
